OSHA requires employers to ensure that all operators are forklift certified through formal instruction, practical training and a performance evaluation.

Subpart (I), Operator Training
(4) Refresher Training and Evaluation
(ii) Refresher training in relevant topics shall be provided to the operator when:
(a) The operator has been observed operating the vehicle in an unsafe manner.
(b) The operator has been involved in an accident or near miss incident.
(c) The operator has received an evaluation that reveals that the operator is not operating the truck safely.

Powered industrial trucks like forklifts, motorized pallet jacks, tuggers, tow motors and other powered equipment are used every day to lift and move equipment or materials. Because of the risk of injury while operating a powered industrial truck, some use and training recommendations have been developed to improve safety. Employers may assign this course to new operators, after incidents or to help with ongoing refresher needs.
The NSC Forklift/Lift Truck Operator Training Program provides course materials for students from seven instructional modules. The course covers lift truck design and operating principles, worksite inspections, picking up and delivering a load, pre-shift safety inspections and more. The program pays for itself in improved productivity, decreased absenteeism, better morale and a safer workplace.
Program participants are also taken through a rigorous obstacle and maneuvers course designed to sharpen vehicle control skills, illustrate the vehicle's capabilities, and highlight best workplace safety practices.
